In what appeared to be a dramatic about-face, a senior Chinese government adviser reiterated Beijing's tough stance on property tightening measures, one day after the emergence of a proposal by a group of his colleagues urging the authorities to relax policies on the troubled sector.

Li Deshui, vice director of the economic committee at the Chinese People's Political Consultative Conference, was quoted by the state-run Xinhua news agency as saying that China must resolutely prevent housing prices from rebounding and make every effort to let prices return to 'reasonable' levels.

中国官方通讯社新华社援引中国全国政协经济委员会副主任李德水的话说,中国必须坚决防止房价反弹,并努力实现价格理性回归的调控目标。

Mr. Li made the comments at a regular meeting of the CPPCC, the official advisory body to China's legislature, the National People's Congress, Xinhua reported.

新华社报道说,李德水是在中国全国政协召开的定期会议上发表上述言论的。全国政协是中国的立法机关全国人民代表大会的官方顾问机构。

Mr. Li's pledge came a day after the English-language China Daily reported on a proposal by the standing committee of the CPPCC that called for an end to the government's two-year-long property-tightening campaign, specifically for the high-end segment of the market.

就在李德水做出这一表示的前一天,英文报纸《中国日报》(China Daily)对中国全国政协常委会的一份提案进行了报道。提案呼吁,中国政府应结束长达两年的楼市限购措施,放松对高端住宅的限购。

The call for housing-curb relaxation was part of the group's broader proposal on how to adjust financial policies in order to prop up a slowing Chinese economy.

放松限购的呼吁是中国全国政协常委会一项内容更广泛的政策调整提案的一部分,提案就如何避免中国经济进一步下滑提出了建议。

The article led to widespread confusion about Beijing's exact stance on the issue, triggering speculation that an internal policy debate is intensifying. But it was also viewed as an attempt by interest groups, such as some of the country's property tycoons who are CPPCC members, to sway public opinion and, eventually, decision makers in the central government.

《中国日报》的这篇报道不仅让很多人搞不清楚北京就房地产市场到底持怎样的态度,还引发了有关内部政策辩论愈加激烈的猜测。不过,这也被看作是利益集团试图影响舆论并最终影响中国中央政府领导人的举动。部分房地产大亨本身就是中国全国政协委员。

Consisting of mainly non-Communist Party members, the CPPCC's mandate is advising on policy, rather than policy making.

Given the context, the Xinhua report, which was in Chinese, appeared to be an attempt by Beijing to minimize any damage that the proposal may have caused.

China's top leadership has in recent days taken pains to quench hopes for a reversal of its property-tightening measures following signs of a pickup in investment and sales in some cities.

Senior Chinese leaders, including Premier Wen Jiabao, have repeatedly vowed to pierce the property bubble and bring prices back to more affordable levels since Beijing launched the tightening campaign more than two years ago.

自从北京在两年多以前推出限购令以来,包括中国国务院总理温家宝在内的中国高层领导人一再表示,要坚决打击楼市泡沫,让房价回归至较容易负担的水平。

Precisely because of the campaign's limited success so far, Beijing clearly understands that its reputation could be at risk if public discontent and frustration spreads.

That said, Mr. Li did seem to have left some leeway for a potential softening in property controls in the future.

'When it comes to boosting domestic consumption, real estate is one topic that can't be avoided. And it is a very important aspect of it,' Xinhua cited him as saying.

The government's housing market controls need to combine purchase curbs with sales promotion, Mr. Li said, adding that preferential policies should be introduced to encourage genuine owner-occupiers to buy apartments.

李德水说,中国政府对房地产市场的调控政策要把限购与促销相结合,还说对真正自用的购房者要出台一些优惠政策,鼓励他购房。

He also recommended the government to replace administrative measures like purchase curbs with levying taxes on property sales and ownership.

李德水还建议,中国政府应从简单的限购等行政措施转向在销售环节高额征税和征收房地产税来调控。

Mr. Li's comment may have temporarily cleared the confusion surrounding the proposal. However, as China's economy continues to weaken, the debate about the government's property policy will only intensify. As Mr. Li put it, it's an issue that 'can't be avoided.'

李德水的这些言论也许暂时消除了外界对于中国全国政协提案的困惑。不过,随着中国经济不断走弱,有关中国政府楼市政策的辩论只会更加激烈。正如李德水所说,房地产是个躲不过绕不开的话题。
